IT Specialist (Application Software - J2EE) GS-13
Major Duties: This position provides expertise, coordination, and oversight to application developers and infrastructure support personnel in the areas of:
• Object-oriented technologies, including analysis and design, Java etc.
• Farm Service Agency (FSA) Reference Architecture
• Common Application Framework
• FSA system development Life Cycle
• Web-enabling technologies, including WebSphere and Rational
• Other migration/reengineering technologies employed by FSA
Performs full range of systems development and implementation, assures technical integrity and integration of systems, and performs required communications/systems research and planning. Serves as an expert advisor to FSA management in the areas of technical policies and analyses; resolves technical aspects of application development; coordinates interfaces among multiple development projects; reviews operational systems for efficiencies and impacts on system utilization; and develops and implements strategies for the effective use and management of FSA computer resources.
QUALIFICATION REQUIREMENTS: All applicants must have demonstrated IT-related experience in each of the four Basic Competencies listed below. In addition, for the GS-13 level, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal service. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
BASIC COMPETENCY REQUIREMENTS: Failure to meet the Basic Competency Requirements will result in ineligibility.
1. ATTENTION TO DETAIL: Works independently to produce IT work products that are complete and accurate.
2. CUSTOMER SERVICE: Establishes and maintains ongoing working relationships with information technology management, peers, internal or external stakeholders, and/or customers regarding newly installed computer systems, software programs and associated equipment; remains courteous when discussing highly sensitive or controversial information; effectively handles situations involving a high degree of tension or discomfort.
3. ORAL COMMUNICATION: Communicates, explains or defends complex information technology ideas and information clearly and adapts to the audiences level of knowledge.
4. PROBLEM SOLVING: Uses logic to identify alternatives to solve complex or sensitive technological problems; anticipates problems and identifies and evaluates potential sources of information and generates alternatives to solve problems where precedents do not exist.
SPECIALIZED EXPERIENCE: Demonstrated information technology experience in designing and implementing Java enterprise applications, expertise developing Java Enterprise Edition applications, expertise utilizing open source Java technologies and expertise as a Java Architect with experience modeling, leading, mentoring and defining a vision for an organization.
